How can we tell why there are more blacks in prison than whites for committing crimes against other blacks?

You can't tell because everybody could be lying.
Release blacks you think are unfairly locked up from prison and if they're innocent the crime rate won't go up.
Ask the victims of crimes what the race of the person who robbed them was.
If it's discrimination by police than defunding the police should cause there to be fewer black victims of crimes.
