Warnings to Brazil and Their Implications

Augusto Zimmermann wrote an article titled How They Count Votes in Brazil for Quadrant Magazine. It's a shocking piece about the corruption of Brazilian judges but their was one paragraph about foreign interference that is particularly shocking because of the questions it raises. Here is the paragraph
In August 2021, US National Security Advisor Jake Sullivan visited Brazil to issue the following warning to the Brazilian president: do not even dare even to question the reliability of your country’s electronic voting system. A month earlier, in July 2021, the newly installed Biden sent his CIA director, William Burns, to travel to the country to meet with senior Brazilian officials. During that meeting, the U.S. delegation warned the Brazilian government that President Bolsonaro “should stop casting doubt in his country’s [entirely electronic] electoral process”. Next, at the June 2022 Summit of the Americas in Los Angeles, the Biden administration notoriously repeated the same warning that the U.S. government would not tolerate Bolsonaro casting any doubt on the reliability and security of the nation’s voting machines. Since these messages came before the outcome of the election, this was a clear warning of dire consequences should the Brazilian president contest the alleged fairness and transparency of the electoral process....
Moreover, the US Senate has unanimously approved a resolution recommending the suspension of US-Brazil relations if there is any questioning of the security and transparency of electronic voting in Brazil, “otherwise the U.S. must consider its relations with the Brazilian government and suspend cooperation programs, including in the military area”, says the resolution.[71]
Question 1: Why is the Biden administration trying to control what the Brazilian president says? Doesn't the Biden administration believe in free speech?
Question 2: Why did the Biden administration warn the Brazilian president to not even question the reliability of the electronic voting system. Why would he care if it happened? Why did he go so far as sending William Burns and a U.S. delegation to warn the Brazilian government that President Bolsonaro "should stop casting doubt on his country's electoral process?"
Question 3: Why did the Biden administration just call up Bolsonaro instead of sending people to Brazil to warn the government to shut up Bolsonaro?
What are possible answers?
‘Maybe Biden is afraid that the Brazilians will uncover evidence of fraud in the Brazilian election that will somehow lead to uncovering of evidence of fraud in the American election. Does Biden know there was electoral fraud in Brazil and that there was electoral fraud in the United States and so want to silence anyone who says there was fraud?’ Maybe Biden is afraid that the Brazilians will uncover evidence of fraud in the Brazilian election that will somehow lead to uncovering of evidence of fraud in the American election. Or maybe it has nothing to do with the American election. Maybe Biden is very against Bolsonaro being president of Brazil whether he is the legitimate president of Brazil or not. Why would that be? President Bolsonaro was known as the "Trump of the Tropics" and Biden hates Trump and everything he stands for.
Maybe it had nothing to do with the American election. China wanted Lula to win and China has a lot of influence over Biden partly because of donations to the Biden center and probably because of donations to Joe Biden's son, Hunter. I wonder if China had something to do with this.
