Robert Spencer mentioned the problem of bringing in cement as humanitarian aid. Even bringing food is a problem. Hamas can stockpile the food and can fight for a longer time since it doesn't have to worry about running out of food.
Since Hamas took over Gaza there have been four Palestinian states even though they weren't all officially recognized as such. Gaza was a state run by Hamas, the Palestinian Authority controlled areas in Judea and Samaria were a state, Jordan is a Palestinian state that was split off of the Jewish National Home by England and given to the Hashemites of Arabia and Israel itself is a Palestinian state. Israel is a Palestinian state because Jews and Arabs used to be considered Palestinians not just Arabs. You can learn more about this in an article called The Four State Solution. Despite all these states peace has not come to Israel.
